Working allright on my game, vanilla version of the mod and skyrim updated to 1.9
It seems hard to use on the first try, it may seem like the mod wont move the items, but it's actually quite easy to manage, and works exactly as description says.
If it helps someone, the steps for vanilla:
- Select the power in your magic menu, just like you'd select any spell, on one of your hands or both. - Not sneaking, grab the item (not take it to your inventory, but grab it on the air, holding the key) and cast. You can also grab the item right after casting instead. - Then a menu will show up, you can choose: position or rotation. Then click on the x, -x, y, -y, z, -z, you'll see the new position on each click. - When the item is in the desired position, close the menu. The item will stay put even if you walk on it. - On other hand, sneaking while casting lets you choose how much the item will move or rotate in the above steps.
- You can take the item back to your inventory at any time (except while you are casting the power on it of course). You can leave the cell and come back if you dont want to wait until the spell is gone.
I had a look at the comments looking for this info before i learned how to use it, so I thought it may be useful for someone else. Also, someone provides the steps for SKSE usage on a comment below.

Whats the point in this if i cant rotate the item im trying to place? I mean and i cant even put stuff on shelves it goes half way in and out. This does not work ...
Have you tried this mod: http://www.nexusmods.com/skyrim/mods/52583/? It works perfectly and it even allows you to copy static items you like and take home with you.
The mod works. But I have no idea how to use it. Only once I came across the menu with Unlock, Lock and etc. - I have no idea how I managed to do it. Maybe someone can make a video guide for complete dummies like me? All other decorator assistant mods require some other mods I don's want to use...
UPD: spent another hour trying to place a jar. I really hate this mod.
First of all, you need to configurate controls (crouch+DecorateAssistant magic). After when you use magic, grab something and you will see menu. Press "move" and move item with our control, after press again magic batton (where DecorateAssistant)...or action button and item will be in it's place. I think this thing did something with the game, and sometimes I can place items how I do it without this mod and they will be on their places.
I was unaware of this mod when I started coding, so I wrote Jaxonz Positioner which turns out to be a superset of Decorator Assistant functionality. http://www.nexusmods.com/skyrim/mods/52583
Sorry this is probably a very noob question, but, what do you do if you need to move something a second time? To me once I move, it "locks" the object in place and then it doesn't let me pick it up anymore. ?
I know the mod author is no longer working on this and probably doesn't care how it's doing... buuuuut this is the best mod ever. Not only can I put things anywhere I want...perfectly. I can disable havok and the item will NEVER move. No more kicking a Dwemer Urn across the room because I breathed on it. +1 endorsed!
Known Issues or Bugs ==================== 1. When placing food, potions, or miscellaneous objects dropped from the inventory, these items will mysteriously drop a couple units in the Z axis every time the cell is loaded.
As of version 1.4, this is no longer a problem because the script now uses TranslateTo instead of MoveTo, SetPosition, or SetAngle functions.

I see this bug is present in latest SKSE version.
edit: I think this bug appear with havok enabled objects.
Only seem to be getting this bug with the Statue of Dibella so far and it doesn't seem to be progressive, just buries it halfway in whatever I placed it on and stays there. Which is irritating because I've been wanting one of those on my shelf for ages. Other than that great mod, it kept me from violently throwing things around my house when they wouldn't stay put...Too bad it's not still active. I wonder if there's a chance of someone contacting the author about taking it over.
Edit: Okay it stayed for a while but I just entered my house to find it clear into the room below where it was. Still only has happened with the statue so far and I've placed potions, skulls, plates, gems, etc. Also thanks Totya4, I will check that out.
