meta.ini is not part of the mod, it's just a text generated by mod organizer 2. Just install the mod with your mod manager or put it on the data folder.
Great idea I am going to try this out................. This works great as you designed it too I believe. But, at my age my vision needs the cross hair as a helper for my old eyes and the ' dot ' is not easy for my eyes to find in every situation. Well, thank you for sharing this anyway............ I've already tried your mod, and it works well in 4K and 8K.
But there are two small problems!
The first is not so much a problem as it is perhaps an information that you may not know.
The Less Intrusive HUD II mod achieves the same. Of course, this mod is much more complex, because it has many configurable options, and your mod is just to be installed, without the need for any supplementary configuration, so it becomes very effective and simple for those who just want to change the vanilla crosshair.
The problem is that Less Intrusive HUD II uses a plugin, so its information about the crosshair will prevail over yours, even if in Less Intrusive HUD II we don't choose the option of a white dot as a replacement for the vanilla crosshair. This means that if in Less Intrusive HUG II the Skyrim crosshair is configured to continue to be the vanilla crosshair, this is what we will see, even if your mod is installed.
The second problem, and this is really a problem for those who have larger monitors (I use an LG OLED 42C3 TV), if the person is close to the monitor, he will realize that your white point is actually a black square with a white dot that occupies its interior. You will have to go back to the program you used to create the textures for this white point and define the white point's surroundings as a transparent background.
Sorry for the bad news, but I hope it is at least useful for improving this mod. As I said, its strong point is its simplicity of installation, without the need for subsequent more or less complex configurations.
If get it right about the first problem, there is nothing i can do about it since this mod was not meant to be used together with other crosshair mods.

I've already tried it. There are no signs of the black square, we only see a perfect white dot.
If you allow me a suggestion, make a version with 2/3 of the diameter of this one and one with half. Then call the current version large and the remaining versions medium and small. With its current size, this white dot becomes a bit intrusive on large monitors that are very close to people's faces. At least that's the feeling it gives me.

Are you using this on Special Edition?
Are you using Mod Organizer 2? If you are, you need to enable the mod in the list.
Your game have the 1.9 update? Legendary Edition?
I don't know what is going on since is pretty simple to install.
