I was thinking that there really isn't a city in Skyrim that really gives the flavor of "city", let alone Ankh-Morpork, in all of Skyrim-dom.
Then, I remembered when I tried out "Shumer and the Fall of Allagard" by agerweb which has 2 HUGE, City-like Cities, with NPC's, but not a lot that would intrude on sticking customized quests, buildings, etc in there; there is a (to me) weird mythology going on, though.
No, I have no idea where I am going with this, and my personal mod output is under one per year since Morrowind; toooo many side projects.
Now you're talking modding that's way beyond my skill! And as changestorm points out, there really isn't a "city" in Skyrim -- not one with a whole warren of twisty little streets. But I'm doing a series of Discworld character mods, and I couldn't leave Vimes out.
