I've saved through CK and testing in SE. So far so good. It seemingly works as intended. I will post if I come across any issues or bugs. Would be cool if there were underwater animations for casting, but I'm happy to just be able to cast underwater. Thank you PumpkinPieSweet for making this.
It took me a minute to figure out that using the power key was what cast the spell and not the typical attack keys. My first assumption was that using the power enabled me to use the attack keys underwater.
I would recommend some minor edits to the text to help clarify this.
For the description in the powers list: "While in water, this power will cast the spell equipped in your left hand."
Also the book was named "Underwaterl Cast" instead of "Underwater Cast".
Ufff fantastic, I had managed to use my Dagger underwater to attack enemies, but now I can use all my Arsenal of Magic Destruction, even works OK Using Merge Plugin

I couldn't find the chest either but if you install another mod called "additemmneu" you can grab the spell book easily. additemmenu https://www.nexusmods.com/skyrim/mods/64905

NIFTY! I can now fry some fish in Skyrim without leaving the water. Thanks, seriously, for making something as much needed as this for underwater combat.

There needs to be an "Endorse x10" button on Nexus.
I know there are underwater combat mods but they never look right & this feels like it should've been in the vanilla game.
