Does not work for me. After trying it out, I noticed that there aren't any effects in my game when I hit a wall or metal stuff with weapons to begin with, even without the mod. No dust, no hit sound either. It's like the swing goes right through the object. Arrows actually produce sparks once in a while though. Tried it on a completely unmodded game launched without even SKSE and with vanilla Skyrim.ini settings, graphics and decals on highest. Still no hit effect whatsoever. IIRC they were there years ago, on a different PC. Anyone else having this problem and ideally a fix to it?
Are you guys using Immersive Sounds Compendium by any chance? If so, that might be the cause of your issue. Here is a patch to make Improved Weapon Impact Effects and ISC work together, but you'll have to convert it to form 44 for LE.
This effect is small, yet essential to giving feedback to your melee and ranged weapon hits. When in actual battle the small light explosion isn't even very noticeable, it's the overall effect that this tiny mod gives that feels well placed. Great little mod that makes a replay of the game after all these years stand out just that much more.
