Not to burst your bubble, but there's an SKSE plugin called (SKSE) Havok FIx which updates the physics timings every frame. Which basically makes this obsolete.
The only time it doesn't work is when you have too many dlls in SKSE or when you have a game installed in program files or program files(x86), which no ones whom actually plays games ever does.
I will burst a bubble, the comments arent the place to tell ppl that their mods are obsolete. Refresh yourself on the rules. If you dont need this, just move on.

edit; think it was skse.exe properties, compatibility, run as admin...or something
