This mod will unlevel the levelled lists for enemies and some friendly NPCs. The levels of affected NPCs will not change with player level. It is based on Requiem and Skyrim Unlevelled and is designed to be a modular option to create an unlevelled world for vanilla Skyrim. It only effects levelled lists and some NPC records, so is as compatible as possible with other mods. It avoids the compatibility issues with Requiem and Skyrim Unlevelled. You can use this mod to unlevel the word without affecting anything else, and stay as compatible as possible.

This also includes the levelled lists taken from Morrowloot Ultimate on a seperate plugin. This should unlevel weapons and armors. Includes patches for Summermyst and Legacy of the Dragonborn. Only levelled lists from MLU are included so compatibility should be maximised.

An optional file will edit vanilla followers. They will still level with the player. Their old values for max levels will become their new minimum level, and their maximum level is now unlimited. So, for example, Lydia has a minimum level of 50, and will infinitely level above that with the player. This should make sure followers are actually useful in an unlevelled world (one of my main complaints with Requiem).

If anyone wants patches, I am willing to make patches on request if you ask in the comments section.

Here are the level values that have been changed. The numbers refer to the levels that an NPC has a chance of spawning as.

Assassin: 45
Adventurer: 25
Afflicted: 14, 19
Alikr: 34, 44
Bandits: 9, 14, 19, 25
Bandit Bosses: 25, 29
Dawnguard: 19, 25
Dragon: 36, 45, 59, 78
Draugr: 21, 30
Draugr Boss: 40
Dremora: 27, 36, 46
Falmer: 38, 48
Falmer Boss: 54, 64
Forsworn: 34, 46
Forsworn Boss: 58
Guard: 35
Imperial Soldier: 35
Orc Hunter: 17
Penitus Oculatus: 46
Stormcloak Soldier: 35
Thalmor: 36, 44
Thalmor Boss: 44, 52
Thief: 25
Vampire: 48, 60
Vampire Boss: 58, 60
Vigilant of Stendarr: 19, 25
Vigilant Tyranus: 35+ (Will level with player)
Warlock: 27, 36, 46
Warlock Boss: 46
Werewold: 38
Werewolf Boss: 48

DLC enemies will be higher levelled than the ones in the base game.

Various other levelled lists have been affected, too many to list them all here.

Note that bandits will have higher levels than in Requiem. In Requiem they have an equal chance to spawn at levels 1, 4, 9, 14, 19, 25. In this patch, they only spawn at 9, 14, 19, 25. So they have a higher minimum level, and will be harder for new characters.

Compatibility

You will need patches for anything that changes vanilla levelled lists.

The followers unlevelled patch is incompatible with anything that changes followers, including visual overhauls like Bijin. I recommend using an auto merging program like a Merged or bashed patch. The best option is to use TES5Edit to manually make a custom patch.

I'm willing to make custom patches if asked nicely.

Recommended Mods:

Morrowloot Ultimate - Use this to delevel loot if you don't use the delevelling option for weapons/armor in this mod.

True Unlevelled Skyrim - Use this to delevel more loot even if you use Morrowloot or the delevelling option for weapons/armor in this mod. This should delevel the remaining items and weapons that Morrowloot doesn't touch. But I don't recommend you use it to delevel NPCs as well because it will also raise their level. For example, when combined with this mod you will encounter level 60 draugr in Bleak Falls Barrow even if you are level 1. Beware!

Logical Health Limits - Use this to reduce the insane increase in health NPCs get as they level up.This should make an unlevelled world more well balanced.

ASIS Improved INI Files - Use this to distribute perks to NPCs. I recommend pairing it with Ordinator/Vokrii to use perks that make damage, magnitude and duration of weapons and spells scale with weapon and magic skills. Remember to read the Ordinator compatibility notes, you will need to add keywords to some ini files.

Endgame NPC Overhaul - This is an alternative to my Followers Unlevelled patch. It gives followers an unlimited max level, so they will level infinitely with the player. They have the same minimum level as vanilla. They also have other new features, like new perks, spells, weapons, armor etc.

Populated Forts, Towers, Places Reborn - Adds unlevelled NPCS to the game world.

Populated Dungeons, Caves, Ruins, Reborn - Adds unlevelled NPCS to the game world.

Populated Lands, Roads, Paths Reborn - Adds unlevelled NPCS to the game world.
