The reason a lot of people are seeing it as blurry is the sharpening edits I made; if you change the resolution in the settings xml, it should be more manageable.
I've got a 1060 Max-Q and was running like 45 FPS on low settings with 8.75 resolution scaling. Now I've used this and just changed the resolution to 1920x1080 in the settings and I am getting constant 60 fps on ultra textures even in towns/cities. I have no idea what he did but damn, this stuff works.

The game is literally blurry and ugly tbh, these settings are useless honestly, ofc you get high fps if you're downgrading the resolution like that just to get "Ultra" textures.
Like I said, it was intended for a laptop. I just made a sticky post about it, but reducing the sharpening or changing the resolution to fit your screen is recommended.
Alright bro, i tweaked myself the settings a little bit to adapt it to my specs and finally your settings are pretty good with ultra textures, décent FPS in St Denis and other towns so thank you.
