   would it be possible to make a mod that makes so you get only "unknown suspect" when doing crimes while masked?

      Well it does exactly what it says. It prevents you from getting a price on your head when you commit crimes.

   is there a way to increase the bounty limit? you can only max out to $1500

      The bounty limit seems hard coded. Increasing it or patching it out entietry would most likely require very advanced code.
