The game boots up with the ASI file in the folder just fine but the mod simply doesn't work. Pulled out the Cattleman Revolver, shot a few bullets, enabled Dead Eye and it fully reloaded the weapon anyway. Up-to-date version of the game on Steam and latest mod release as well.
Edit: Just realized I use the original Script Hook RDR2 and not ScriptHookRDR2 V2, never had any issues with it, but I'll test the other one and report back.
Edit 2: Tested it with ScriptHookRDR2 V2 and unfortunately it does not work at all whereas all other ASI mods here work (detail - I can actually delete this mod while the game is running which means it's not being hooked by the game at all). On a sidenote, I'm wondering why you mention version.dll as a requirement in the description when both Script Hook RDR2 and ScriptHookRDR2 V2 only have ScriptHookRDR2.dll and dinput8.dll. Where is that file supposed to come from?
Not sure why another ASI loader would be necessary (since that's what this version.dll file you've linked to me is but dinput8.dll from ScriptHookRDR2 V2 is already that too) and I believe having two simultaneously could cause issues, but putting that aside, I just tested it and your mod just won't work no matter what... sorry.
bro, this is the second mod that shows this: unable to load (name of the asi) - ERROR: 126 - Wtf? Maybe Scripthook? I use ScriptHook V2 and Online Content Unlocker LITE full.
One slight issue I've discovered with disabling deadeye reload... When you bust out the door in the swamp camp during the pinkerton raid, which is supposed to be a epic deadeye moment, instead falls flat because the gun is actually unloaded when its added to your inventory, and you have to reload it immediately because of the mod. Makes the epic moment so incredibly awkward instead, especially if one is also running a mod to slow down reloads...

I tried booting up the game and got this after installing your mod?
