What are you asking? The current script already makes any ped that carries a dual holster component, dual-wield. I can theoretically make any ped dual wield, but there is no point in having a ped dual wield if it has only one holster or no holster. And regarding the characters of this game, because I see people asking to make a version for the characters, any character in this game that has a dual wield holster already dual wields by default because those are the only PEDs in the game that Rockstar had dual-wield.

If you have given them a weapon loadout with two sidearms, that's a good start. Next, you must ensure that the CombatInfo entry you assigned in the metapeds entry has the PREFER_DUAL_WIELD flag in BehaviorFlags from the file combatbehavior.meta. Your PED will not choose to dual-wield if it's set to DEFAULT. However, if you put it to, say, COMPANION_MICAH, they will choose to dual wield.

Try Van Horn and Valentine and see if any of those peds pop up for you. They're certainly in the game, but there are outfit variations in peds with 150+ variations, so it can take some time to find them.
