    I am using notepad to edit the values, how can I increase health to enemies? I want to turn them into a bullet sponge and reduce the dmg on his head

      I had the same thing. It's very random and a long shot, but for me this mod together with a seemingly unrelated wild horses mod caused this issue. Removing the wild horses mod solved it.

    Is there a way to make it work with "Crime and law rebalance" for example by deleting the "pedhealth.meta" file in it?

      yes, you can do that, crime and law rebalance only increases lawmen health with that file, it is not very important
