fixed game-breaking issues preventing progress in Story missions such as "Advertising, The New American Art"
the Medium Scope has been made free for all rifles to prevent issues with the mission "The Sheep And The Goats". When purchasing the Rolling Block for the mission, simply equip a scope in the Components section
minor fixes to alleviate infamous "ghost train' glitch; train & carriage passengers, wildlife, etc. should now spawn normally

-seperated Army & Sisika guard loadouts. Sisika guards will now use a more accurate loadout for 1898: Lancaster repeaters, short-barreled blued Double-Action revolvers, and no knife
-Army usage of the Springfield is now noticeably higher. Production issues with the Model 1893 Krag-Jorgensen was still pertinent in 1898, and would continue to be throughout the Spanish-American War. As such, many reserve troops & soldiers who weren't on the front lines (such as fort & train guards) were still equipped with Trapdoor Springfield rifles
-Fixed Bill's Bolt-Action Rifle missing a stock
-Fussar's men & Guarma law enforcement will now use the same loadout

- increased Varmint Rifle capacity from 15 to 22 to reflect IRL capacity -raised Cattleman bullet force and lowered Double-Action bullet force to better reflect IRL caliber ballistics -Even more new NPC loadouts; new dedicated loadouts for law enforcement that separates law enforcement in the North, East, South & West, now all 4 regions will have their own weapon preferences (South prefers Cattleman Revolvers, West prefers Schofield Revolvers, etc) -tightened loadouts & made them more accurate (more Double-Barrel Shotguns, less Pump-Action Shotguns)

-Lowered catalog price of Rolling Block, Schofield, Double-Barrel Shotgun, Litchfield & Lancaster to reflect the fact that they were popular for being affordable at the time -the Long Scope has now been restored to Sniper Rifles, Sniper Rifles now spawn without a scope by default, and NPC Sniper Rifles without scopes will no longer default to the Medium Scope when picked up (and the catalog file is now required) -tightened up some existing law & civilian loadouts, added new dedicated loadouts for Saint Denis & Blackwater upper class, New Austin banditos, and Saint Denis law enforcement -Removed "infinite ammo" from Guarma soldier/Army loadouts, since the the amount of ammo they could carry at one time would be restricted -diversified the horses of "civilian" dispatch in Rhodes, adding the possibility of Morgans, Hungarian Half-Breds, and the Donkey. Added the Mahogany Bay Tennessee Walker, the Black Snowflake Appaloosa, and Eagle Flies' Splashed White American Paint to their respective pools of wild horses, added the Mule to the wildlife of Guarma -added a hound to Emerald Ranch, and the possibility of a Yellow Lab instead of Chocolate Lab at Rathskeller Fork
