This is caused by the optional compatibility files for WhyEm's DLC Red Dead Offline version, but the comments have been disabled, so many people are unaware. When purchasing enhanced gear from the trapper, it prevents the additional level bonuses for health, stamina, and dead eye, causing players to get stuck at level 8 and unable to reach level 10 later on (this is a permanent issue).
To resolve this, you need to exit the game and uninstall the Red Dead Offline version compatibility files, then start the game, purchase the enhanced gear, and save your progress. After that, exit the game again and reinstall the Red Dead Offline version compatibility files. This should fix the issue; otherwise, you won't be able to reach level 10.
Additionally, it can also cause the coffee pot to be unavailable for purchase (this is a permanent issue that must be addressed during the "Self-Respect, Leaving Injured" mission). This happens right at the beginning of Chapter 2, before Hosea takes Arthur hunting. You should exit the game, uninstall the Red Dead Offline version compatibility files, start the game, purchase the coffee pot, and save your progress. Afterward, exit the game and reinstall the Red Dead Offline version compatibility files. This should solve the issue. I think it might also work after that mission, but I'm not sure. However, the first method for the coffee pot is the most reliable and effective.

If it doesn't exist, or if it says something like Failed to load UnlockCores.asi, then double check your ScriptHook installation. You need both the dinput8.dll and ScriptHookRDR2.dll files in your RDR2 folder. Hope this helps. In my case I recently switched to ScriptHookRDR2 V2 and had dinput8.dll but not ScriptHookRDR2.dll. The asiloader.log had an error and that was a useful clue.
This mod is working 100% as intended in September 2024. I just finished all 90 challenges and bought all the equipment from the trapper but my dead eye was stuck on "BONUS CORES : 1/2"
I installed this mod and now it can fill up the whole circle and yes, at the completion screen it now shows that all my cores have been fully upgraded. This is needed for 100%, oddly enough though my % did not increase but thats probably because this only accounts for a tiny % that is not capable of showing within 1 decibel. Thank you for the mod
I'm having the same glitch as other people above; completed all challenges, bought all reinforced equipment, get the popup saying stamina/deadeye/health increased, but it's stuck at 8 or 9, and won't unlock the Maximum Stats line for 100%. This could be a lifesaver, but unfortunately it doesn't seem to be working. I've dragged the files (tried both) into my root folder, but nothing seems to change when I boot up the game. I deleted all the Red Dead Offline mod files, since that seems to be the culprit... am I missing something? I would really appreciate any help, it was such a bummer to grind those final challenges for 100% just to have it glitch out. imo the "Max Stats" checkbox feels so redundant for 100% anyway; if you've done all the challenges and played through the entire game... anyway. Any help is appreciated!
EDIT: I was a dum-dum and didn't reload the asi loaders etc. when I deleted the past mod. It worked, this mod is a LIFESAVER!! Thank you!!
As of July 1st 2024 I can 100% confirm this mod still works do what the instructions tell you which is just putting the .asi file into your rdr2 root folder
