I roped a random npc from ground, rode like 5m, they died. Im pretty sure it's not working.

I included the C# source code of this mod for you.
It is rather difficult to determine if a ped is attached to lasso or not. After struggling for couple of hours I gave up and went another way. There is actually no need to know if a ped is attached to the lasso or not...

I do not have dinput8 file and version.dll file runs all the ASI script correctly for me.

Only real serious impact (like fall of a cliff) can kill the NPC.
