Yep this does exist, but the implementation is not the best (due to engine limitations), because --like vanilla-- the camera blinks each and every time you aim "in and out", which is very often.
I was suprised that nobody has pointed out that you can easily get this to happen without mods by configuring your option in camera settings, this is how ive always played, even back on original console release. There are options to force first person for on foot, mounted, and in a vehicle i believe.
Yeah, but it limits you to the closest 3rd person view. I prefer to play on the furthest zoomed out camera view on horseback which is not possible by default.
Would it be possible to write a script that mimics the Xmas mode that used for online in Singleplayer? It would have to modify Snow coverage value to 2 and change the weather to cold types.

I also downloaded all required files but here is what happens when i add files from CommunityHookRDR2.Net, my game crashes right away.
