If you search the code of those mods for AFF_ then you'll know if this conflicts or not. I'm still not sure which way the load order determines priority, but it's either the top or bottom. If you want this mod's effects more, then put it at the top or the bottom whichever has higher priority. You wouldn't be able to see the effects in any text of the game.
Also, this mod is only to enable future modding, so only new mods will need this mod. I purely made this mod so I can make better mods, so you probably don't need it until then or until someone else uses it.
