I presume that you ask about the context menu with 'enable'/'disable'/'open folder' options?
After you install a mod, its name appears in the list on the 'Mods' tab. When you right-click on a mod's name in this list, you'll be able to see all the available options (enable/disable, etc.).

v0.8.7 will be able to understand Cyrillic (and other non-latin) paths. I'll upload it here in a couple of days after I refine it a bit more (it still needs a couple of secondary features and more user-friendly log messages).
However, here is a working beta version for Win10 that I'm currently polishing, and here is a VirusTotal check report for it. It should be able to understand the "Админ" part of your path and correctly install the mods:

When a user installs a new mod, this app tries to back up that mod's zip archive. The backup folder is created in the same directory where the app's .exe is.
However, if you put this app to a system folder that requires administrator privileges (C:\Windows, etc), the app will not be able to backup the mod archives, because it does not have sufficient rights to write to a system folder.
Could you tell me where you extracted this app's archive? Did you put this app to C:\Windows\system32? If so, please extract this app's archive to a regular, non-system folder (Downloads, Documents, Desktop, etc.) and it should work normally:

This error should appear only if the main OwlcatModManagerSettings.json file was manually deleted by the user, so the installer cannot find the file. If you restart the installer, this file will be recreated, and everything should be ok.
It's a valid question, not stupid at all; closing and opening this app is actually restarting it.
What does the beginning of the log say? Is there something like these lines?

UPD: the settings file is either empty or malformed, that's why the installer does not understand it. If you delete it and then restart the installer, it will recreate the file and will be able to manage it.
Ok, it seems that I find out the problem: if you already have a malformed or empty settings file, the installer will not be able to manipulate it.
Steps to solve this issue:
Delete the settings file OwlcatModificationManagerSettings.json that in your case is right here: C:\Users\rigob\AppData\LocalLow\Owlcat Games\Pathfinder Wrath Of The Righteous\
Restart (close and open) the installer. It will create a new valid settings file, and the installer will be able to manage it.
I'm really glad to hear that 0.8.5 worked. The older version does not check the validity of the settings file; it simply writes the necessary lines. While the checks in the newer version may be too restrictive if the file is empty or malformed. I'll make sure to fix it.

Unofficially, though, I've found a way and created a separate build that works with Windows 7.
I've just uploaded it and asked the moderators to clear it out of the quarantine.
If you restart the installer, this file will be recreated, and everything should be ok.

OK, according to the log, the file was indeed missing (could it have been deleted?) and later recreated after you closed and opened the app.
Everything should be ok now. Could you enable the mods and tell me what happens?
The option to enable a mod should be available if you click on the mod's line with the right mouse button.
