Reduces cooldowns of lots of pal abilities, and makes the bigger abilities come back much faster (works on wild pals)

This mod reduces the cooldown time for the abilities that pals use to attack,
I went through every ability and changed the cooldowns to be shorter,
well other than those 0 and 1 power abilities I saw, idk what they are.
my weird calc thing stuffs:
30 and under gets a 2 sec cooldown,
every 10 (or 5, cuz I am evil and round up) is 1 sec more,
Unique Abilities get -1 secs to cooldown
Unique Legendary Abilities get around -2 to -4
* Last Updated 4/20/24 (just incase you are like me, and are blind to the normal dates above)
