This is great, but seriously, use the much more recent full replacer and it's suggested addons, to get a complete experience for all DLCs, all the fixes, as also Wrye Bash support for maximum compatibility.
The previous comment was clearly intended for modlists, not just one particular mod, to use the bashed patch (which is not outdated) for maximum compatibility. This the easier route, rather than manually patching mods with Xedit.
Does this mean that the filter version doesn't work with the bookplacement mod? If I have KotN and UOP installed, do I have to use this version? If not, what possible issues will it cause? Thanks!
Just realized that this was a problem on my part, I had both esps enabled for this mod. My bad! If you have this problem, make sure that you don't have both esps enabled.

Yes, it is safe.
However, LOOT is better for later Bethesda games. For Oblivion BOSS is the best as it has a large handwritten masterlist, while LOOT is automatic, and for Oblivion this may cause problems as certain plugins just MUST be ordered in a specific way to work properly. I had CTD when I used LOOT after BOSS, but I use many mods, you may be safe if using only a handful.
The changes to the Cell sections are intentional according to the mod author:
"Some cells have been altered where there were whole rows of books upside-down. I didn't clean up any clutter or move the books."
But sure if you don't want a little bit better book placement it's safe to delete it.
But one thing you should definitely delete is the cell WarehouseBooks in "Block 9" "Sub-Block 2" because the changes to that cell is the reason why this mod can't be merged into the bashed patch and requires an esp slot. That cell is only a room in the testing hall so you won't lose any content by deleting it either.
