Instead of altering NPC records, you could add the spells dynamically using a quest. For an example, see my spells mod: https://www.nexusmods.com/oblivion/mods/48575
The script is adapted from David Brasher's Recoloured Dresses mod. The quest runs once at the start of the game, then shuts down.
@Guinefort1 I second this. Another perfect example of adding the spells to spell vendors through a quest and a script - is the All Effects Spell mod. This way the related spell vendors will be completely compatible with all other mods that edit them or use them in any other way.
So, please, do this and I will definitely download, install and use your mod without hesitation. Because currently the directly edited spell vendors will definitely conflict with other mods that I use.
Would it be possible to make the new atronachs summonable from the Atronach Altar in Frostcrag Spire? Also, I think making retextured daedric weapons to match Bal's aesthetic would be great, maybe even have them do frost or shock damage.
That is a shame, but understandable. I am thankful for hearing my other suggestions though. Maybe you could make the Coldharbour armor and weapons summonable as well? I would suggest also being able to get it like vanilla dremora armor, but in all of my years of playing I have not leveled up enough to get it lol
And finally, if it isn't too much, could you add the spells to an independent shopkeeper? Currently playing Mannimarco Resurrection, so me and the Mages' Guild are not on good terms lol
I'd be happy to add the spells to another shopkeeper.
As for the summonable weapons and armor, I'll look into it but I heavily doubt that's something I can pull off. My knowledge of scripting is too limited (there is a reason this mod relies on a script that someone else wrote).
As for making the blue Daedric armor obtainable, I'll have to weigh that a bit. I'd need to find a way to add it that is appropriate for the mod without causing a bunch of compatibility issues.

Nice mod idea btw, thank you!

Edit: Ooooh, you've also added a fork for Daedric Resistance. Well done, indeed!
