This is a very simple mod with a profound impact on gameplay.

'Governing Attributes' define how skills cause your character's attributes to grow. If, for instance, you spend a lot of time sneaking around, your character will become more agile, because 'Agility' is the governing attribute for the 'Sneak' skill.

This mod changes the governing attributes for three skills:
- Armorer: in vanilla, it was governed by Endurance. In GAR, it is governed by Strength.
- Acrobatics: in vanilla, it was governed by Speed. In GAR, it is governed by Endurance.
- Hand-to-Hand: in vanilla, it was governed by Strength. In GAR, it is governed by Speed.

This arrangement brings Oblivion's skills more in line with Morrowind's system (Armorer and Hand-to-Hand now match). More importantly, this arrangement significantly improves Oblivion's gameplay.

In vanilla, Strength governed three melee combat skills, and it was only possible to train one at a time.
Now, you can improve Strength outside of combat, through the Armorer skill.

In vanilla, Endurance could only be improved from taking hits and repairing damage after each battle. 
Now, you can passively improve Endurance through movement as well, with Acrobatics.

In vanilla, Speed governed two movement skills (Athletics and Acrobatics), making it easy to raise it passively.
Now, you can no longer rely exclusively on movement, and you can improve Speed in combat, through Hand to Hand.

Note that a combat skill's governing attribute is separate from its damage formula. This means that Hand-to-Hand damage is still calculated based on your Strength attribute, even though training H2H helps improve your Speed -- you need to be fast to make contact, regardless of how much weight you put behind a punch.

Download, extract, install with a mod manager (I use Mod Organizer 2). 
I suggest placing this mod near the bottom of your load order.

Mod Compatibility
==================
I have included an alternate .esp files for compatibility with either PushtheWinButton's Ascension overhaul or Cold Tyrant's Oblivion Overhaul.
Make sure you only use one; you must delete or disable the other two.
Either one of the alternate esps must load after their respective Overhaul mods, or GAR's changes will be overridden.

This mod will be incompatible with anything that edits the three 'Skills' entries in question. Bashed Patch just retains the 'Skill' data from the
last .esp to load, so if you do find a conflict, let me know so I can make a custom patch for the mod in question.
