Great mod. I dropped Better Cities for performance and compatibility reasons, this + ImpeREAL City - Unique Districts, The Imperial Waters, and Imperial City Canal Overhaul = a lightweight, functional and gorgeous overhaul of the capital. Thanks a lot!
I think it should be as long as the Arboretum in the Better Cities mod exists in the same worldspace as the vanilla version, and assuming the mod doesn't change anything about the god statues. If you already have the Better Cities mod, there's no harm in trying it out. If you do, could you let me know if it works?
I see. Thank you very much for doin that test and posting the video. I will download the Better Cities mod when I get the chance and see if if I can make a compatible version.

I did a test, unfortunately it is incompatible with Better Cities......
All of the Wayshrines are floating off the ground.
