Yes, but unless you're a mage, the only way you could know about the necromancer altars is by cheating and reading about them on a website.
Not very lore correct, but then again, this is coming from one of those roleplayers that actually sits there, grabs a bite to eat, downs some mead or wine, puts stuff in the drawers, and changes to non-armor clothes before sleeping in the game.

My compliments to the mod maker for putting such a gem into the world and/or the player's hands in a way that makes sense.
This is kind off useless since you CAN get black soul gems without cheating or doing the benirus quests. You just have to find one of the main necromancer cave locations. One is Dark Fissure, which you have to go to during the mages guild quests. You can simply go there, place an empty grand soul gem in the altar, wait for the light to shine on it (once a week) and cast a soul trap spell on the altar.
