This was once a very cool little mod, but it's become outdated. I had a look at it in TES4edit; it contains numerous npcs who used to be in BC but have since been removed, as well as others who've had their AI changed or otherwise been edited with various updates to BC over the years. So you definitely wouldn't want to use this now, since it will revert those edits to those npcs all the way back to what they were in 2017, which would mess up BC as it is now.
You definitely have to disable OOO's patch. As for FCOM, I'd say you probably need it. Load it after my mod, just in case. You can check what it does exactly in TESEdit if you know how to use it (it's fairly simple).
I miss some Info's regarding the version of BC and OOO you have patched. Surely this patch is not intended for every version, of the two mods? (By the way: In Requirements you are writing OOO 136, but linking to OOO 1.5.8)
