After Skyrim, I wanted to have the same speed in Oblivion, and I got thanks to this mod, but the jump height in Skyrim is higher than even 64 units, not to mention 32 where it is even difficult to jump over a stool. 1.1 with slow walking is the most successful version for me.

I tried to change this fJumpFallVelocityMin too, for a mod of my own. This setting is not used at all. You can set it to 10000 and you still fall at the speed of a baloon
The mod works, but in my game, it makes everyone look like Keystone Kops. So I decided it made more sense for me to jog and have everyone else walk.
I lowered the run speed to 1.6 and, since I play in first person, most of the time, I don't see how silly I look. Everyone else is walking, so they look fine. ;-)
Of course, this means I can't go any faster, but it's the best workaround I've found.
