I have a weird issue where the ceiling of the palace hallway right inside the main entrance door is too low and causes open space between the surrounding ceiling meshes. This might be due to using Better Cities but I'm not sure.
Love the concept. Where would the Emperor have sat though?
If it wasn't for the fact that you're trying to remain as true to the normal game as possible, I'd suggest banners representing the various Provinces rather than the Cyrodiil cities for the simple reason that the Elder Council is the government of the entire Empire rather than just the Imperial Province.
Many people have missconception that Elder Council is some group where there is one representative from every province. Its more like real life Roman Senate during times of Emperors. Provinces have only small representation there and most councilors are local Cyrodilic nobility and even of these more are Nibenese than Colovian.
25% seats for Provinces (with favor for human provinces because longer ties to empire and more integration) 30% Colovian Nobility 40% Nibenese Nobility 5% Mages Guild, Imperial Cult, Merchant Guilds, Imperial State Companies etc (I imagine each of these kinds of groups having one seat.)
You can easily imagine how provincial councilors try to sway local nobility in Elder Council with gifts, bribes and favours to hold favorable views of parts of their home province they represent.
So I think the issues with the interior walls near the door are caused by AN/BC and loading this mod after BC mods will fix that. However, for some reason this mod alters the door upstairs from the ground floor of the EC chambers, requiring a key but having none (and also the door is off alignment with the wall) and cannot be activated even when unlocked via the console.
I don't understand your statement that adding kvatch is not lore-friendly Kvatch is a lore-correct city, and we know it's banner, and all the other cities have theirs hanging in the elder council chamber... Or are you suggesting the elder council found out that kvatch was destroyed the same day that it happened and they were like: "A shame... oh well... guards! Kvatch is destroyed, we should take down the Kvatch banner, there's no point in it hanging now, is there"
