Makes the Elder Council in the Imperial Palace feel more like a place where leaders meet, and rather than have everyone sit at the same table, have them sit in their own little sections spread out across the room. Also turns the oversized shrine which they use as a \"table\" into a platform where the council leaders sit.

So, in the outer reaches of the chambers I've added groups of desks and chairs so that it gives the feel that there can be more than 30 representatives on the Elder Council, also an additional 9 chairs and desks in the centre of the room where the leaders of a higher Echelon sit, and smack in the middle the nice throne where Ocato sits.

The goal of this mod was to make the Elder Council feel more like a Council, as the original thing was (in my opinion) uglyand very plain.I loosely based this on the Australian House of Representitives, which is where the idea for the outer spokes of the room. The banners of each Imperial City (apart from Kvatch) are displayed nicely. So the reason why I haven't added a Kvatch banner is because I prefer to stay all vanilla right now. And the only Kvatch banner is burnt and ripped to high hell, and unless the daedra somehow got into the Imperial Palace solely to deface a banner, then I can't see why it shouldn't be in there.
