"Stupid." I think you mean amazing. If installing it is your issue, then I am sorry, but it's not hard to install at all. Otherwise, I have no idea why you would be calling it stupid.
OBSE is incredibly easy to install and takes less than 2 minutes to get working. If you can't take that much time to mod, then you probably shouldn't be modding video games.
Some leveling mods do more than just boost the multipliers upon leveling. Other times, modders might want to include other features or make the mod integrate with other mods.
I also like that this mod does one simple thing and doesn't have any requirements, but it's not really fair to call OBSE or similar stupid.
OBSE, FOSE, and NVSE are truly amazing and you should reconsider... OBSE stands for "Oblivion Script Extender" (FOSE and NVSE are for Fallout 3 and New Vegas respectively)... they allow the game to go beyond the computer code/script that came with the game from the game Dev Bethesda... without a script extender large complicated mods are simply not possible.. and the 4GB patcher is a mandatory requirement for certain mods and or alot of mods... due to technical limitations you can't install too many mods into your game and not have it effect your play and ammont of crashes... by Default Oblivion, Fallout 3, and Fallout New Vegas only allow the game to use 2 GB of your computers Ram (this would limit you to around 25 to 50 mods of normal size), so even if you have 8GB or 16GB in your computer the game will limit itself and only ever use 2GB. The 4GB patcher allows the game to use 4GB of your Computers RAM which allows you to go uo to 100-200 normal size mods. Larger massive overhaul mods would be completely impossible without 4GB patcher and OBSE, (keep in mind the Vanila game uses most of the original 2GB of Ram capacity)... so no they are not stupid, they are utilities that remove the original technical limitations.
I've tried this mod on a new character, before i leveled up i made sure to save to see what happens during the level. After checking my stats nothing changes? i don't get a normal level up menu, just a dialogue box with "okay" on it.
I downloaded the file and extracted into "Oblivion/data" as said in description. i don't know what making this not work properly however.
There used to be a version of this mod that gave you +5 To all Attributes, even luck regardless of any skill increases! Cant seem to find it anywhere on Nexus. Then again last time i played this game was in 2006, on my old computer that's been collecting dust for the better part of 17 years. XD Come to think of it, I'm pretty sure its on that computer!
