This looks fabulous. I haven't extensively tested it (just popped into the IC to check it out) but I'm already in love. AWLS is not an option for my little laptop and I'd just given up on finding an alternative when I stumbled across this. Greatly appreciated!
I don't believe modifying the ini is necessary with this mod. Always read the installation portion carefully to save yourself a lot of headaches later with troubleshooting. Generally you just need to copy the files into wherever Oblivion is installed, and select Yes to overwrite any files. If you have space, it's a good idea to make a backup of the data folder before adding a new mod.
But to answer your question, for future reference when you do need to alter the ini, you should find it under C:/users/*your name*/Documents/MyGames/Oblivion
The description says - "Most people with a half decent computer will be able to run "Illumination Within" without the concern of a major performance loss. Two versions of the mod are available, one with shutters present around window frames in some cities, and another Lite version." The 'Illumination Without.esp' seems to be the lite version.
the chapel windows look amazing with this mod, the rest of the windows look linear and "meh," i lost 15 minutes of gameplay due to an invisible building bug in chorrol, if you can work out a flawless pack of only chapel window updates, i'd use it -- 3/5 for the nice idea but most of the windows updated just don't flow, especially when you look at street lighting and compare it to a window, the illuminated windows look off

Ever considered that maybe the bug you experienced is due to a conflict with another mod you have installed? Always be careful with making suggestions to not use a mod solely based on your own load order.
Looks very nice, what a difference this makes! My current game has a glitch; Cropsford still hasn't been built so the illuminated windows are there, hovering in space amongst the ruined foundations... I actually kind of like it, haha! Thanks for the mod!
