I assume the Chorrol problem is not a simple issue with texture paths, but with mesh building? Because if it is, it would be as simple as creating a duplicate of the IC clock mesh and applying the new texture to it, but the bad thing is you would need a new .esp to create the new chorrol clock static and place it in the game.

If you use Wrye Bash, you can just change the master so it points instead to the original CoC esp.
If you do not use Bash, you can also just rename the original CoC esp to ClocksOfCyrodiil_BC_OBC_OC_OCLR_Vanilla.esp
