Magicka = (Intelligence × 2) + birthsign bonus + racial bonus. The maximum fatigue score is the sum of your current Endurance, Strength, Agility, and Willpower.
You can make health increases retroactive, but not Magicka or fatigue, as the latter already are. Right?
Im also busy with my Playable Xivilia mod and real life of course. I can only mod oblivion on my twins laptop since I don't have it installed on my laptop (only have limited hard drive space and weak graphics card 6150 nvidia card). Ive course I also play oblivion most of time.
Im still working on mod need to get bugs worked out in the mod before progressing with more of my plans (still need to fix it so that it works with abilities). I've add code to my script so that it only runs once per level. I've haven't got the change to test it lately enough.

I'm waiting for realization for NPC, with ability to set value separately for NPC and character. It will be fine to increase difficulty.
P.S. Sorry for my language and I'm realy interested in this mod.
