Necroing a 12 year old post to theorize lol. Just for fun :3
Tail armor probably wasn't considered because it doesn't seem very practical, at least not for khajiits (doesn't stop me from downloading it though!). Cat tails don't have the same bone or muscle structure as an arm or a leg. Anything other than a very light chainmail would weigh it down too much and throw the khajiit off balance. Argonians would be more likely to get tail armor because they have stronger, thicker tails. Lizards and lizard-like characters are often depicted in movies/TV as using their tails in combat. Add some spiked armor, and ouch lol. Felines, not so much. I can't imagine it doing much damage unless equipped with armor, and because of the weight / lack of tail strength, they wouldn't be able to do more than flop it around.
It's still a workable concept though. Like I said, a light enough chainmail, properly fitted so it isn't too loose, could do the trick. Bethesda, take notes!!! xP
Very good mod. Do you think that you can update it to make the khajiit tails suit more with the various Khajiit species that can be chosenwith the mods Elsweyr - Anequinna and Pellitine?
Have there been any known issues between this mod and Exnem's Vanilla Armor and Clothing Replacer? As I have this mod AND the mod required for it to work installed. I know it has to be a conflict somewhere as I tried out the other mod by itself and it works fine. I even tried having both ESPs activated and no tail armor.
Edit: I have figured out the issue. If you want tail armor on your Khajiit or Argonian then don't enchant the greaves. This messes with the script and makes the tail armor not render.
Quinntan's tail armor is no longer on the nexus...
Still here for me, but the url structure has changed recently, it's now: http://www.nexusmods.com/oblivion/mods/18158 The links in the description are missing the "oblivion" part of the path and using the wrong domain name.
I finally got around to playing this game again and I tried out Slof's Better Beasts mod, and from what I could tell, this works fine with it, and I was also using Scripted Argonian Feet. I didn't use the .esp from Better Beasts, but tails and claws and teeth were changed.

I don't think it does, but I don't really remember. It's been a while since I've played.
