This mod causes issues with Better Cities mod, namely causing the ground to reset to its vanilla positioning and clipping through the altered ground/landscape introduced in BC

Coming back and modding this game, I can't tell you how glad I am to see sensible corrections added to old/long abandoned mods. This is phenomenal, packing 2 in 1 and also correcting the murky water. Maybe this would be too clear, but certainly a pre-industrial society with sewer systems AND magic, even the water in populated areas probably wouldn't be so bad. Lest we consider the places in the wilderness. Fine work!

I know a lot of people like me feels you see too much under water. to correct this, I loaded Less fog underwater (even tho it says "less" it's somewhere between vanilla and HDMI) and Underwater blur (very underrated this one), merged all together in a bashed patch and it looks great :)

Why no fog in underwater. Clear underwater make it not realistic

'Fog' under water is physically impossible. Fog is made from tiny water particles, like steam. Would dissolve and be absorbed in a body of water. And clear underwater is highly realistic in a lot of places around the world where the seabed has almost no sand or there's almost no current. Or where the sewers and people don't vomit their wastes in the sea.

Yes, technically, fog can not be underwater as fog is an aerosol of tiny water particles suspended in the air above the water.  However, in the game settings, the effect for the turbidity of the water is called "fog" in the game settings.  So GreenFoggy was correct by saying "fog" in his question.

I love this. With my ENB, grass, and weather mod - Oblivion looks gorgeous! Personally, I like the water being a bit more "clear" - it works well. For me the vanilla water was always way, way too murky and I couldn't see a thing. But that's just me.

What the hell. When I play Oblivion I can see landscapes but they have low graphics and only improve graphics once im running in theyr direction. And I play with everything on Ultra/Max. Are you using a mod that improves view distance?

What graphic mods is he using?

    The screenies at least show:

QTP3 (probably Redimized) - http://sites.google.com/site/oblivionpoinfo/installmods/aestheticoverhaulinstallorder <-- links to the main three QTP3 versions and the various patches here

Screen Effects (you should rename the OBGE v2 DLL to OBGE.dll as the one with Screen Effects is buggy) - http://www.tesnexus.com/downloads/file.php?id=16323

    OBGE's Godrays - http://www.tesnexus.com/downloads/file.php?id=30054
