   i found it within 5 minutes of loading the mod and game it is indeed in NormalHorst ruin i found it in the first area after you walk through the halls

   just look in CS, view data and click Cell. Although you should mention where it is, otherwise you'll get bad replys.

   when i find him he is an exclamtion mark and when i take the wepaon and equip it i am an exclamation mark how do i fix this

   The only other place I could think of is Silorn.. But I'm pretty sure there's no vampires there. Here's an interactive map that may help us find this thing.. http://www.uesp.net/oblivion/map/obmap.shtml
   
   If you find it with that thing's help, please post a specific location. I'm actually just DLing, so if I find it I will post an easier way to locate it as well.

    is the sword in nornalhorst? i cannot find rafael
    does it need obse to run? because i don't have that either
