madscirat (2012 post) has a point, in that the mod description could be clearer that this is player-only, and intended for third-person players (who appear to be a minority – have you ever actually tried to play this game in third person? It's very difficult to do, because you have little idea what you're actually pointing at. I ended up wasting all my ammo and getting arrested about 20 times for accidental theft in the first day, and gave up!).
GEMont in a later post is correct that you can use Active Inventory Spell (17497) and similar mods to silently hand out these necklaces to random NPCs. More conveniently, AoG (46495) has auto-integrated these necklaces into NPC inventories. AoG has a LOT of other features, including major changes to game mechanics, so if all you want is the necklaces, you'll have to turn off a lot of stuff in its INI files (though you may find you actually want a bunch of them, as I did; I'm using about half of what it offers, the stuff that doesn't get in the way of playing with companions).
It should be more clear in the description that all this does is load the player down with tons of neck concealers. I assumed it added them to NPC equipment because I don't really spend that much time looking at my own neck in game. So, for anyone who plays largely in first person this mod is worthless with the sole exception of companions.
I will not endorse this file. Once I tryed it, I put an amulet on, and there is a black bar behind the neck. I got out of inventory, to see if it works out of the inventory, but then, it Crashes To Desktop. Good Idea, but doesn't work. Maybe a conflict with Moonshadow Elfs?
Not the Moonshadow Elves. it works perfectly with mine. Might be an installation problem. Sometimes your mod manager gets things wrong & sometimes you might. Or there may be a load order conflict, though I have nearly 200 mods that are not ordered & it works OK.
I use unlimited amulets and rings so I need the TAIL version of any jewelry if I want it to show up in game. All the neck seam cover necklaces that appear in my inventory, and those I find on corpses are NECK versions, so I cannot see them on NPCs.
I use ActiveInventory1.2 to alter NPC clothing, but the currently added neck seam cover necklaces in inventory do not show up.
I saw no selection in the archive for installing a choice of NECK or TAIL versions.
The 3 necklace nif files do have duplicates with an M after their names. ie CopperAmuletM.nif I assume these are the TAIL versions. Is there something I need to do to make these appear in game? Do I simply delete the CopperAmulet.nif file and rename CopperAmuletM.nif to CopperAmulet.nif??

Open the plugin in TES4Edit, and rename the one you want to use [so you don't loose track of it]
Go a step further, and 'tag' it as a Quest\Essential item so it can't be sold or dropped accidentally [ can be altered via some mods ]
Drop or sell the ones you don't want to use ...
Wasn't so hard now, was it?!
