Yep, had that issue too. For anyone who is experiencing this (I use NMM - if you're installing manually you may not have the problem) the .esp is not inside the data folder which is where NMM expects to find it for correct install. Open the archive, move the .esp into the data folder, then create a new archive of the meshes folder and the .esp; be sure to name it the same as the original archive, that is: Dual Wield Complete v1-18297.rar. Then using NMM, navigate to the data folder and have it install the new archive.
The only way this would remotely work was by downloading the offhand series, and even then, all it offered was aesthetics, as it had no attack, and compared to shields they had higher weight and lower defense. Even in aesthetics, seeing as none of the poses in the above images seemed to apply I dont really see the point in using a weaker, heavier sword shaped shield, thats all I got at least.
There may be a problem with the levelling.. my Level 1 character has the Elven off hand weapons available for sale. All the bladed weapons are held too far down the hilt.. down by the pommel rather than up by the guard.
Also, I don't suppose it's possible to use different models for the off-hand weapons? Say these? http://www.tesnexus.com/downloads/file.php?id=11451
I assume just copying the .nif and .dds files over will screw things up pretty badly.
