This took awhile, but I think it's in a spot where I am satisfied! Take a look and listen yourself to see if it's for you.
A few mods that inspired me to create this are as follows
Fallout Sounds - Degraded
It's basically the same thing except I amplified the effect further

Using a CRT reshade will greatly enhance the overall effect, I added a preset I use as an optional.
