considering the fact that the legion bases itself on rome, and the salute you're mentioning is from roman times, one shouldn't feel anything. its a video game, and this doesn't even look like a roman salute. I imagine you'd also be pissed at seeing the syrian army doing salutes, knowing that they do roman salutes as well
The salute actually comes from French art of the Roman Empire, honestly this would make it MORE appropriate for the Legion to use seeing as Caesar learnt about Rome via incomplete snippets of literature and art from the old world which would have prominently featured the salute.
Hate being the actually guy, but I have to agree with Freezespoon, there's no documented evidence that the Romans actually used the "Roman Salute", there's at best some circumstantial evidence that shows some statues supposedly doing said "salute", but there's really no concrete proof the Romans themselves actually used it, the concept was popularized mainly by Mussolini (Because muh Roman Empire) and then ten or so years later by the other funny mustache man.
It's perfectly fine for the legion if you ask me though.
Me, I'd imagine a Legion salute to be more of a fist gesture held to the heart, personally. That or something accurate to Rome since that's the Legion's whole thing.

the NCR salute mod had a problem wherein they would salute while holding items, didn't look right.
