Reverts YUP's change that stops Cass from receiving both perks if you turn in evidence for her quest then kill Alice and the Van Graffs anyway.

Simple edit that reverts YUP's change to Cass not being able to receive both perks like she could in Vanilla. This is a very simple mod and should be fine to merge into something else.
Version 2 actually fixes it to work correctly.
Version 1 was only working after killing Alice but killing Van Graffs nullified the perk's effects.
Version 3 removes YUP as a dependency as it wasn't necessary for the mod to function. Should now work with TTW out of the box without any additional patching.
