That's a guide to converting to ESL/ESPFE, something Fallout New Vegas unfortunately doesn't support. I saw some mods on here use scripts instead of ESPs and that's what I was referring to. My apologies for the confusion
You can use a script runner, but the easiest thing to do here would be to add it to the GameSettings directory for Stewie's Tweaks. You can load as many GameSettings as you want ESP-less that way. Paste these values in an INI file:
[GameSettings] fMoveBaseSpeed=110.0000 fMoveRunMult=4.5000 Name it anything you want and place it in the following directory: Data>NVSE>Plugins>Tweaks>GameSettings via a mod manager or manually. Stewie's Tweaks will automatically apply the GameSettings after all other ESPs.
NOTE: It needs to be an INI file, not a .txt file. If you have Windows file extensions enabled, you can easily rename a .txt to .ini.
Correct. Any GameSetting that Fallout NV recognizes will work. I use several of them. You can also put them in multiple INI files for organization. This mod here works on the same premise. Personally I like the faster terminal speed and the one that allows the weapon to follow crosshair.

Example of an ESP-less mod
[GameSettings]
fMoveBaseSpeed=110.0000
fMoveRunMult=4.5000

Edit: I assume this works for any game setting as long as you have the editor ID?
