Increases the vanilla walk/run speed to be slightly more usable. Now ESPless!

This mod has been incorporated into Salem's Gamesettings Tweaks (but slightly modified). This page will stay up for those who want a simple buff to movement speed without all the other changes.
I made this because I didn't really like JVS/JAM's convoluted MCM (no hate to the author, just not my thing)
This increases:
The vanilla walk speed from 77 to 110
The vanilla run speed from 4 to 4.5
The reason I chose these values is so that walking and running still looks natural animation-wise, while being much more usable than the original speeds set.
Other things like sneaking and the penalty for moving while holding a weapon or wearing heavy/power armor is unchanged, as I felt it was still natural-looking.
