No, your character should already be granted the perks immediately upon loading a save or starting a new game. I'm pretty sure I did what I had to to avoid requiring anything other than xNVSE and JIP, but now I'm wondering if maybe there's still a requirement for JohnnyGuitar, SUP, and/or ShowOff NVSE that I'm unaware of. I'll double-check later.
