I more meant it in the way of setting the rates to zero, rather then actual disabling.... like have the thirst rate still activated to represent cooling, but disable the hunger because why would a robot eat is specificly what I was hoping to do with the rate adjustments.

No problem. I did test it with the rates 'decoupled,' however even when I set them to 1 point every ~2000000000 seconds, I still had the values accumulating when I waited/slept/fast-traveled. In theory, I should only get 1 point every 67 years in-game, but in TTW, I managed to starve to death right after leaving Vault 101.
I'll do some more testing, see if I can figure it out. I'm still learning, but I maybe could do that in my xNVSE plugin.
I'm a little confused on the Hardcore needs setting, is it supposed to make the Android race immune to all Hardcore needs, or does it just slow it down? There's a slider for the Hardcore rate but I have no idea what its supposed to do.
It adjusts the rate (in percent) of Hardcore needs accumulation. The percentage is how much slower the needs accumulate, compared to default.
As an example, by default Dehydration accumulates 1 point every 10 seconds. A setting of 80% will result in 0.8 points accumulating every 10 seconds. A setting of 50% will result in 0.5 points accumulating every 10 seconds. A setting of 0% disables needs accumulation, making the android immune to dehydration.
The setting also applies to Hunger (1p every 25s) and Sleep Deprivation (1p every 50s) as well.
I see, that makes sense. I noticed that even with the rate set to 0% the needs bar still keeps filling up if I play the game normally or wait in game for a few hours. It might be a conflict with the Imps TimeScale Adjuster mod.

Doing individual adjustments is possible in theory, but might lead to unexpected game behavior.

If you need to, you can also add the trait manually with the following command:
Player.AddPerk AndroidTraitCustomize
