Gotta say, I really like this idea. The longer you can delay a player getting back to DC and getting their top tier gear the better. I know you only meant this as a POC, but the only change I would suggest is making a unique Station Key that's added to Benny's safe. The assumption being you found the key when you first arrived to let yourself out and then lost it when Benny finds it on your person. A small detail, really. This is great as is!

It's not a bad idea, because when players can take a train to Mojave, they generally have more stuffs than what's on their inventory. So trip back to DC for more loots, or hell, 2 way trade between DC and Mojave, is a viable method
It's not that bad limitation because players that can take a train, generally should acquire some noticeable loots already~ Unless they do some metagame trick to go through the north of Goodsprings.
The only bad thing is that it force player to speed up main quest to get access to Benny's safe. Some players really dont like that. Me? I leave that waaaaaaaaaay until really high level~ In which case the robbed loots are not that important, and DC trip as well~
