If you have repaired the pipe leaks Walter will let you use the purifier for a couple of days, after that you'll have to pay 70 caps each week to access it. Talk to Walter to rent the purifier.
To purify water put them inside that machine thing inside the Water Processing Plant. After some time and a notification you can pick up the purified water from the other machine next to it (see pictures)
If Walter dies the purifier will be left open for use. You wouldn't kill a kind oldman just to save some caps right?
