Mr. Holdout always stops you in your tracks to initiate dialogue. You'd think he'd be inconspicuous to not get busted by the NCR Strip Police, Mr. House's Securitrons or the Casino Families, but perhaps in order to help the player he gives himself up instantly.
With this mod installed, Mr. Holdout will no longer run up to you / follow you / talk from far away to initiate dialogue. He won't tell you about his weapons unless you talk to him.
