Massive thanks for this mod. There are a number of changes to the base game / system of Fallout 3 I understood were either unavaoidable or simply necessary for TTW, but I would argue the changes to the Bobbleheads were not one of them. Looking forward to endorsing this in a few weeks when I can get my TTW Install underway.
Roy hates mods that change the Bobblehead perks back to vanilla FO3 perks because he changed the bobblehead perks for better game balance between both wastelands. He says that there are the Implants, etc., that you can get in New Vegas, and he is correct. The FO3 perks are way overpowered when considering the options that are available to you in the Mojave Wasteland.
However, a mod like this can also re-FO3ifies fallout 3 in TTW for those that proffer to only play in the Capital Wasteland where you don't have access to Implants that are only available in the Mojave Wasteland. I myself mainly play TTW for FO3 only because the NV engine is more stable, and I like the NV combat changes/fixes and well as the integration of some of the weapons and ammo brought into the DC Wasteland. So, a mod like this could benefit players like me.
About balance: not only FO3 was designed with these bobbleheads in mind (so for pure DC playthroughs these make more sense), there are mods like Benny Humbles You that give you stat penalties on entering New Vegas part of the game, so this kinda can compensate for that. Still on the fence because I like the skill perks over flat +10 increase tho.
