Restored the stealth field added to the Chinese Stealth Suit from fallout 3

Description
This mod restores the stealth field back to the Chinese Stealth Suit when sneaking and it adds two upgrades for the suit and helmet, great for the stealth builds.
also makes the helmet separate from the armour.
Location
the armour is in the same location Hoover dam and the location of the upgrades are in the last 2 Images.
Notes
The Upgrade to the suit adds a higher stealthfield and sneaking effect, the upgrade to the helmet adds a higher sneak effect and adds night vision when sneaking.
In testing the stealth field didn't work on saves with the suit already picked up, if this happens try console commanding a new one or start a new game.
(not sure if upgrading it makes it work again so if this happens give it try).
