Level 27 Hardcore 0 Karma YUP/SimplyUncut/Skirmisher save. 26 perks from level up & 3 added via console. Lucky Old Sun powered for full region & console command used to allow firing of Euclid's C-Finder. Mr. House & Benny not visited yet. Almost all merchant discounts, merchant expanded inventory, & locations available.

This game save takes place before visiting Mr. House and Benny, making it perfect for those who want a save without being forced to pick a side or being locked out of quests (remember, completing Ring-A-Ding-Ding will cause your Legion Infamy to be removed after leaving the Tops, and leaving the Lucky 38 after visiting Mr. House will cause your NCR Infamy to be removed). All Mojave locations (including those added by Simply Uncut) are available for Fast Travel with exception of the 3 locations The Fort, Dry Wells, and The Long 15 (to prevent bugs that could occur if visited early).
The player created character is asian and has green hair. The current player Karma is exactly at 0. The save has been on Hardcore mode the entire game.

All of Usangi's Implants have been installed with the exception of 2 implants: Endurance Implant and Monocyte Breeder. Since your endurance is 8 you can choose one of the 2.
You can permanently increase your Strength to 8 (via Spineless) or 9 (via Reinforced Spine) with special perks from Old World Blues.

As you can tell perks were selected every level up using the Perk Every Level mod (not having it installed will not cause any issues) as well as perks from the 2 mods Simply Uncut and Skirmisher. Something to note about perks added via mods is that if you do not have the mod installed and save your game with the perks unavailable, they will be lost when you load your new save with the mods installed properly afterwards (you can still select them via level up with the mods properly installed afterwards though). 3 particular perks were added via console command to compensate for those who don't care about the Skirmisher mod; Explorer, Lonesome Road, and Divide Survivor. Lonesome Road perk was added as I already rescued E-DE in the Lonesome Road DLC thus preventing players from being able to access the perk the normal way. Divide Survivor was added by console command as I wanted players to be able to reap both the Brotherhood of Steel reputation bonus and allow players to access Dry Wells and Long 15. The Lonesome Road DLC has basically had all missions complete with the exception of the missions The Courier (E-DE has been rescued already, Ulysses has not been confronted yet) and later. Rawr has not been visited yet either, as I wanted to save optional bosses for players to decide the fate of. If the player chooses to prevent nukes from launching at the NCR and the Legion, since you already have the Divide Survivor perk, you will not be able to increase any of your special stats. Remember, since Benny and Mr. House haven't been visited yet, you can choose to nuke both the NCR and the Legion, (preferably complete I Fought The Law if you want to side with the Powder Gangers/Eddie now) then visit (wearing an NCR disguise will make this much easier) Mr. House to reset your NCR Reputation to neutral, then complete Ring-a-Ding-Ding! to reset your Legion Reputation to neutral!

As you might have guessed, I purposely avoided completing companion quests that can end with (irreversibly) different perks/gameplay affects. I purposely avoided starting Veronica's I Could Make You Care quest as I think the 1st answer could irreversibly force her to use a certain perk when the quest is completed. Cass' companion quest is a marked quest mentioned above that had a location purposely avoided with her. E-DE's companion quest just needs you to drop him off at the Brother of Steel or the Followers to progress. Raul's companion quest can be completed by talking to Ranger Andy in Novac (your speech is high enough to allow you to choose what perk he should get). Rex's companion quest is a marked quest mentioned above (I wanted the player to have the option of using Lupa's brain from The Fort). Lily Bowen's dialogue has not been started to end her Companion Quest. Arcade Ganon should already have trust points since he already commented from visiting the Crashed Vertibird, Repconn, speaking to Thomas Hildern, and that Lucky Old Sun, however you have not progressed far enough in the story for the quest For Auld Lang Syne to pop up. Finally, for Craig Boone's companion quest he already has 4 trust points, 2 from (stealthy) rescuing powder gangers at a Legion Raid Camp, and 2 from (stealthy) rescuing NCR hostages at Nelson. Just gaining 1 more trust point should allow you to progress through Boone's companion quest.
With the exception of Bolder City Showdown, I have purposely left quests that give NCR reputation unfinished. You can quickly get a bit of NCR Fame in Sloan as I have already killed the Alpha & Mother Deathclaws, fixed Snuffle's leg, and repaired the generator, you only need to speak to Chomps Lewis for the rewards.
All unmarked quests that offer discounts or expanded inventory from Merchants are completed with the exceptions of the The Strip/Legion/The Fort/Cottonwood Cove territory, Chet from Goodsprings, and possibly the Poor Meat Never Makes Good Soup quest as Keely hasn't been spoken to about the Food Additive yet preventing Forbes from taking it.
The player is currently at the Novac Hotel player home. The Footlocker in front of the bed has various weapons, apparel, and ammo (most importantly it contains the Pulse Gun, YUP Patch's fixed Weathered 10mm as well as the original unfixed Weather 10mm and the YCS/186 added via console command. It also contains some Simply Uncut weapons/ammo/apparel). The safe contains AID, Misc, and Pre-War Apparrel that are used in Recipes/Crafting/Vending Machines. All Mojave Crafting Schematics and Recipes (this includes all the ones added by Simply Uncut) have been collected. There are weightless crafting materials from the Skirmisher mod within the players' inventory. Finally, there are 83 NCR Dog Tags in the player inventory.
Marked Simply Uncut quests have not been started, however you do meet the requirements for them. If you have Simply Uncut - New Vegas - WSFITS Enabler installed, you should be able to start the quest by talking to Senior Paladin Adalay without issue. A DC Journal of Medicine is in the Novac Hotel player room safe for one of Hannigan's quests in Simply Uncut.
Because I visited all Mojave locations in Simply Uncut for Fast Travel (excluding the Fort, Long 15, and Dry Wells), you won't be able to see the sequences that took place before travelling to Camp Pahrump and Calada Merchant's Rest Stop as a result (I also looted those 2 locations as well as a looted some vanilla locations that had content added by Simply Uncut).
